Purpose

To record the precise location of a registered lair for purposes of emergency response, territorial dispute, post-mortem inventory access, and successor coordination. The Form 14-C record is the Council’s authoritative answer to the question where is the hoard. Contents are sealed under the Hoard Privacy Accord and do not leave Bureau custody except under §12.4(b) and §12.4(b)(iii).


Filing Instructions

  1. Who files. The license-holder.
  2. When. Annually; revised within thirty (30) days of any material change.
  3. Copies. One, sealed pouch, hand-addressed by the captor. The Bureau retains; no captor copy is issued.
  4. Where. Submitted via Courier Wyvern, marked CONFIDENTIAL — BHI ONLY — §12.4 SEAL.
  5. Fees. 10 gp at filing.
